It was apparently extracted from a 2015 report here: http://dor.mo.gov/pdf/2015TIFAnnualReport.pdf . The St. Louis County appears to have shapefiles with start dates here: https://worldmap.harvard.edu/data/geonode:slcounty_tif_aqt (but not sure if they cover the city too).
