The index field seems to be autogenerated, and tessellate, extrude and visibility are always -1,0, and -1 respectively. It was found on https://www.bettertogetherstl.com/economic-development-source-materials?rq=TIF and details the state level inception of TIF programs. St. Louis, has shape files: https://www.stlouis-mo.gov/data/tax-increment-financing-districts.cfm, also available as GEOJSON, but no date info. File name includes TIF_DISTRICTS_20190830, which implies it is up-to-date. St. Loius County has a KML file [https://worldmap.harvard.edu/data/geonode:slcounty_tif_aqt] with a PASSED field.
